I am getting this when I try to open up the program. Try to reinstall but getting the same message.

Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
After that, try running AdwCleaner to make sure that there are no leftover rogue registry keys or toolbars in your system.
Based on what I've seen in the manual, you can use the search function to add devices into the SignApps Express, or if you know the IP address for them, the manual mode can be used as well.
Also, if the devices are on the same network, simply use the Scan function as it's easier and automated.
Additionally, browse to the official website and download the PDF manual to learn how to use the SignApps Express product.
I am using this on Windows 10. It looks like it's for Windows 8. It crashes a lot. Is there a different version I should be using?

Yes, the application works on Windows 10, but you will have to download the latest version from the official website in order to run it on this operating system. I did this and the software installs without problems. There were no crashes or errors while I worked with the application.
